Who’s Who Recognizes R. Mark Mifflin


R. Mark Mifflin is a lawyer with an impressive resume and over 35 years of experience. He is a partner at the law firm Giffin Winning Cohen & Bodewes, where he specializes in litigation, civil appeals, governmental affairs and lobbying. He is also the Vice President of the Illinois Association of Defense Trial Counsel.

Mark is very experienced in complex civil litigation, and in all levels of court work including state administrative agencies, the Illinois Supreme Court and federal courts. He is a registered lobbyist with the State of Illinois, and has worked with legislators and administrators at all levels of state government. He has obtained favorable results for many clients.

Mark’s clients have included a major university, a statewide judges’ association, a general contractor, insurance companies, and insurance trade associations. One of his successful litigation cases involved a law that negatively impacted judicial pensions. He represented the judges in circuit court and in the Illinois Supreme Court and successfully obtained a judgment invalidating the law. Many of Mark’s civil appeals cases involve insurance companies, where his knowledge of the industry has given his clients an edge. His circuit court cases range from slip and fall cases to matters of statutory construction before the Illinois Supreme Court. And when it comes to governmental affairs and lobbying, Mark has specialized in representing insurance interests and several state-regulated interest groups. He has been directly responsible for the enactment of laws proposed by his clients.

Mark started out as a Clerk for Justice Robert C. Underwood of the Illinois Supreme Court, and then became a Clerk for Judge J. Waldo Ackerman of the U.S. District Court for the Central District of Illinois. He moved on to serving as the Assistant U.S. Attorney at the United States Attorney’s Office for the Central District of Illinois before taking his current position at Giffin Winning Cohen & Bodewes, where he has been for over 30 years.
